This is dedicated to the most remarkable man. His name is Phil Andersen and he works at Thomas Marine. Phil is from Spring Valley, Ca where his wife is hoping and praying for his return. Phil is the most generous, kind hearted and loving man I have ever known. He took on my grandchildren as his own and did an awesome job of raising them for the last six almost seven years. Their lives are so much better for having Papa Phil in it. He taught them right from wrong and gave them a reason to believe that everything would be alright. His wife, Kelly, will forever be in love with him and eternally grateful for everything Phil did for her. He made her feel special and loved and she will do anything for him to come home. He made her feel like there was nothing they couldn't do together. I just wanted you to know Phil all your efforts are not in vain and you are still loved as much today as the day I met you.

Basically, if the dog is barking for more than 15 continuous minutes, it's a violation subject to a fine. Call public safety at 475-1225. Keep in mind it's probably not their first priority (unless the dog has a bad attitude, and is carrying a weapon), but they will be responsive, eventually.
