Planning Board Video for 10/22/13: Flo's...Oar House...Village Walk applications

Most current video filmed by the Citizens Campaign for Open Village Government, a resident group of village residents, is now published to You Tube and can be seen via our website.

This is another video in our series of videos taken to let the public see the workings of the Board of Trustees and other village Boards that also make decisions about village life. The Planning Board is composed of appointed officials who determine site plans for various business projects and individual home owners who wish to make additions or changes to their homes.

This video is divided into two parts. Part One covers the applications which are made by several applicants. Part Two covers the decision section of the Planning Board where the Board members discuss and sometime vote or vote to adjourn for another date on the applications that came before it on the meeting date.

This meeting slightly different from other meetings of the Planning Board as it is a joint meeting held with the membership of the ARB (Architectural Review Board). The joint meeting held so that both boards could consider the final approval application made by the owners of Village Walk, a proposed assisted living facility that will be, if approved, located on east Main street.

This video has been reviewed for any technical issues: there is one. Tripod movement during portions of the video, until corrected, at times slants the perspective of how Board members are seated. The citizens campaign is made up of volunteer filmers. We are old school: we learn from our mistakes. Next video will be absent this issue. Video filmed by this author: John Bogack.

Meeting begins with the application from Flo’s restaurant for a new restaurant to be located in the former Quizno’s space where Briarcliff College is presently located.

Applicant describes nature of business…seating…parking…hours and days of operation…board discussion

9:57 Public comment made by one member of the public (this author John Bogack)…support for application since it resolved community complaints concerning location of this business made earlier when food truck was proposed for Bargain Bilge parking lot….request that ARB approve sign indicating that this business is located in Patchogue Village and that ARB adopt a mandatory future policy for all such signs for all businesses located in Patchogue Village that such signs say so plainly.

Note: this application was the major presentation of the evening and the applicant brought on various persons to testify. For any person not familiar with the application the various witnessed provide as a whole a very complete description of what is planned and issues relating to different aspects of the site plan.

1: 43: 47 The video of this section of the meeting concluded with an approval from the ARB (but not the Planning Board yet). Meeting adjourns for five minutes.

Part Two (decision part)

Planning Board meetings are divided into two sections. The first part filmed in Part One is that section that covers the various applications made earlier on the meeting date.

Part Two covers the discussion and decisions, if made, by the Planning Board concerning those applications made earlier.

The video for Part Two begins with a discussion of issues relating to the Assisted Living Facility, then a discussion of the proposed site plan for the Oar House restaurant, and finally there is a hearing and decision on an application made by Chairperson John Rocco regarding his home, meeting chaired by Mr. Weeks as Mr. Rocco had to excuse himself from chairing the meeting on an issue directly affecting him. Meeting ends.
