PPACA 104-Will It Work?

Will PPACA work is the big question right now. If you're following the developments in the news, you're probably aware of all of the delays that have happened. Over two dozen separate parts of the law have been delayed, from "minor" compliance issues like the "employer mandate" and limits on maximum out-of-pocket costs, to whole programs like CLASS (the PPACA long term care plan) that were scrapped because they just could not function as intended.

In addition, there are a ton of technical issues that must be addressed, as well as training and licensing. This is all far behind schedule, and with just weeks to go, it's not looking too promising.

That said, in New York specifically, we are ahead of the curve compared to the rest of the country. You may have learned that New York intends to offer a health insurance marketplace regardless of what happens on a federal level. Even if it's defunded, changed, or found unconstitutional, we WILL still have it in New York.

We have still missed many deadlines, and at this time it does not appear that it will be 100% completed and tested come October 1st, the deadline for opening. We have been assured, however, that it will be online and working, multiple times, by many people involved in the exchanges.

http://www.healthbenefitexchange.ny.gov for more information. Be sure to talk to your broker, as they likely have more up-to-date information and knowledge than what is provided on the state website.
