Considering how intransient the gun culture is in America perhaps we should consider another tack. Maybe we can encourage gun owners and manufacturers to embrace "smart gun" technology. Guns are basically 19th century mechanical devices. Silicon Valley or Brookhaven Labs could develop a gun with computer chips embedded in them like everything else we use today.
A ready made market will spring up for software developers to create "apps" that gun owners will be eager to have and which will make us all safer. Manufacturers will be happy to exploit the new market. The gun culture has to change from within, but we can make it easier for them if we give them something to change into.
